Quite late, but what happens if you build a wall outside Citadel plots? This would mean the Citadel will be invincible until someone starts attacking inside the plot, right? You could still shoot from above with artillery to damage it, just taking horizontal attacks into account (until someone decides to make Babylon as a wall). (i participated on the tests just i dont remember cause im dory)
