Rework on /plot clear Back

Hello, this is a quite simple suggestion, I only want to suggest to put on the command [/plot clear] not only the feature to remove all signs from one plot but also all tripwire hooks, sometimes its kinda hard when you are trying to build cannons on your fort you recieve the warning saying that you reached the limit of tripwire hooks and you have no idea where they are.

This might be a towny related fix and I am totally unsure on how configurable towny can be, I know with alot of towny issues they just refer you to try and suggest to the Dev's as CCnet can be limited within towny and changes sometimes. Considering there has been talk of exploiting tripwire hooks in specific as of late, they might be able to find a work around!
