Quarters are very nice to use compared to plots as it grants a user an area that might not be as big as a chunk for example apartment buildings or maybe a building doesn't quite line up with a structure, then it can be a quarter. But for whatever reason quarters are not able to be embassies. By adding Embassies to the quarters type list then you will be able to solve those problems without having to give up an entire chunk of your town or add more chunks due to a structure being in a wrong location. I, like a lot of other players use quarters frequently as it is such a great way to give residents or claim space without taking an entire 16x16 area for yourself or for someone else. It makes sense to do this now especially after recruit bonuses can be claimed with them owning a quarter instead. Yes, your recruit bonus player doesn't need an embassy but it makes most sense to add it in now rather some random time as due to zaify's polls and changes people are thinking of them. To summarize, Quarters should be able to be embassies, so that you don't face problems that can be a pain to fix.
