The Problems
1. Managing finances on the national level can prove difficult due to the lack of depth of records and separation of finances. If a nation wants to create different departments of government and have separate budgets for the departments, money would either have to distributed between individual players or left in the nation bank.
2. Creating and running a business that sells lots of items could use improvements when it comes to managing transactions, sales, staff, etc. In order to give specific players perms to your chest shops, you need to give them staff roles for each individual chest shop. If you have many shops, and located at different parts of the world, you can see how this can create scaling issues.
3. All town citizens don't have ability to withdraw from the town bank, only deposit. If they could create their own businesses, they'd have somewhere else to store their personal balance and manage their finances.
The Solution(s)
1. Create a business/firm/company feature that allows players to create businesses, hire staff, promote/demote staff, automate salaries, manage permissions, see a record of sales, see a record of transactions, set a company HQ, and company discord.
2. Businesses could sell from chest shops.
3. /business info {businessName} displays Business Name and Founded by, HQ Location, and discord link, and total balance.
There's much more than could be done here but I think this sets a great foundation.
