As they are right now, loyalties are basically useless once you have over 10 of them. I'm proposing a few potential uses for them that would improve QOL and incentivize player activity:
1. Town Teleports
Allow people to expend 1-3 loyalties, and in exchange they can teleport to any town in their nation that's within 1k blocks of their current coordinates. I know this seems kind of OP, but this is definitely not something you'd be able to spam due to the cost adding up, and 1k blocks isn't really that far.
2. Resource re-rolls
People have been begging for the ability to re-roll their towny resources for a while. Allowing mayors to either spend their own loyalties, possibly all 20, or maybe spend a larger amount spread out over the citizens of their town (maybe 100 depending on how many scans have already been done) to wipe their current resources and make room for new ones is a good way to make this rare/expensive enough that you couldn't just spam it, but it'd allow it to happen.
3. Pointless siege deaths
Allow people to expend 3-5 loyalties and gain X number of pointless siege deaths. I know they're mostly just a starter feature, but for some people who never got a recruit bonus it's one they missed out on. In practice this would mean basically everyone who is ACTIVE would get a few of these per siege weekend, while less active players would get fewer or none.
These are just a few ideas on potential uses for loyalties since they're kinda useless beyond soldier requirements. Making loyalties useful will incentivize player activity and help with QOL.
