Making Tanks More Realistic Back

Heavy Tank
- Increase rotation cooldown to 7s. (to encourage players to use turrets, still they can prefer not to use and make designs like TDs.)

Tank
- Increase rotation cooldown to 4s.
- Add a new cannon "Light gun" (which will be similar to the one Leopard 2 has). It will shoot 3 ammo each time shot with 1/3 of the regular cannon's damage. Allow designers to choose one of 2 main cannons.
- Increase max size to 800.

OOPS! almost forgot! (minimum required glazed terracotta to make turrets efficient)
- Heavy tank: Decrase max terracotta to 30% and increase glazed terracotta to 10%
- Tank: Decrease max terracotta to 25% and increase glazed terracotta to 15%
