I would presume this would be exploitive of the block ranges imposed to invite towns which you would use for the siegebase on the fort besieged. This would be difficult to regulate in my beliefs, but this is an exploitive measure used for nations to hold an advantage of having a claimed siegebase when they do not have the range for one.

Effectively ensures there will never be non-mega sieges ever again due to many smaller nations simply not having the holders nor ability to make another fort to siege their enemies. It is not exploiting to give trust to a town to someone who wants to use it to siege someone near you.
