Solar Panels are one of the fundamental power sources in Slimefun. I find the complete removal of them unnecessary. Although they don’t need to be refueled, they only generate Energie during the day and don’t generate that much power. They also allow solar power plants to be built for cosmetic purposes and the lore of sustainable energy sources.
If the „infinite energy“ is the problem and the with it coming decreased difficulty of Slimefun industry, you could make the recipe hard and only add the normal and maybe the advanced solar generator. I’d really like to build a big factory with a solar power plant for power production, because it just looks great and the normal solar generator would do the thing.

Staff will never add solar panels because big slimefun towns will have thousands of them for infinite energy

They only work during daytime and could be made hard to make and only produce little energy

I dont think you understand the concept of one time investment . You legit pay once for free energy production. Even if made only usable in day time you can still just make giga energy storage.

Towns in N1 had massive solar grids, it does not matter if it only work in the day since having 300 solar panels is enough to cover a nation's passive energy drain

The solution may be to make the Energie production something like 3 J/s or even less and the production costs could be high to prevent mass production.
