Make a command, so people can change one of the towns unwanted resources (string, feather, etc).

It wouldn't have to be, and it should not be cheap. Make it expensive. But this should be a thing

towny resources that changes after a few weeks is better in my opinion and maybe balanced too

abusable too much abusable you can pretty much do it every time till it gives you gunpowder, diamonds etc.

If it was implemented then that would mean every town would have diamonds, gunpowder and maybe oil as their resource which kind of defeats the purpose of it.
