Add Shrapnel Shells In Heavy tank as of currently they can only be used in howitzer which isn't really used

I tried to add things to something useless. A heavy tank that is high armor and can do damage to cannons and other vehicles very easily to also do lots of damage to players id a bit too much

I mean... it's a heavy tank; it's supposed to be a force to be reckoned with. Kinda sucks right now that something so large can't really do anything to players.

Its not supposed to be a force to be reckoned with, its made to take care of fortified positions and other vehicles. All the things it cant do is intended so that other vehicles and/or players can fill those roles and create a dynamic teamwork environment
