Right now, towns have to invest a huge amount of money into level 3+ surveys and resource systems (often around 40k just for decent resources). On top of that, we also need a high number of active residents to actually receive those resources. This it kind of poorly balanced, because getting and maintaining that many consistently active players is extremely difficult for most towns
The problem is that:
> The investment cost is already costly
> The resources gained are not massively overpowered or game-breaking in the current quantity
> This makes resource survey feel unreliable and not worth the investing over 20k due to the requirements
I think this can be fixed in one of these ways:
> Remove the active resident requirement entirely(?)
> Lower the required number of active residents so it’s more realistic for medium towns.
> Replace the resident requirement with an active mayor requirement, where resource production only depends on the mayor being active instead of the entire resident base and makes sures that (It ensures that players can’t just spam create towns, pass mayor to a 'legitimate mayor', and let it sit farming resources, since the mayor must remain active for the town to benefit)
