Rework Upkeep Increments Back

Hello Beloved CCNet Community, Iceman here with a proposal.

Currently each additional non peaceful town in your nation adds 2% increment to upkeeping your town(s). This feature as you all know was added during soi update to prevent abuse. Now that that mechanic is disabled, I dont think this feature is necessary anymore.

currently:
2 forts = +2% upkeep
3 forts = +2% + 4% = +6% upkeep
4 forts = +2% + 4% + 6% = +12% upkeep

what I propose we change it so that the upkeep increment is relative to your nation's resident count. Because if your nation has a big enough population, then it makes sense that you can expand to more territories, right?

2 forts = if 150 residents = +0% upkeep
3 forts = 300 residents = +0% upkeep
4 forts = 450 residents = +0% upkeep

Not sure about the values ofc, just putting the concept out there:D

More fairer would be to base it off of active residents to prevent mindless recruitment into providing an advantage. Maybe percentage/ratio based.

In my opinion this idea in theory is sound.

But it must be based on active players, even if this means we greatly reduce the numbers to maybe in the tens instead of hundreds.

My reasoning is it might give older nations that are not active a rather large advantage. It also is part of the very annoying recruiter scheme whereby people are invited to a nation and do not play yet remain in the pool a nation can pull certain assets from.
