These are a multitude of ideas that don't need to be added all together but it would be nice.
1. Reduce cruiser terracotta percentage by 5%. This does two things. One, it makes cruisers less overpowered and the "spam" craft. Two, it allows for more variation in cruiser design as there are less flyblocks/terracotta to fit on such a small platform so there's more room for shape and decor variation.
2. Rework their firepower. 9-inch shells have the highest splash damage of any naval shell and their very fast reload time paired with being able to have NINE of them on a single cruiser allows them to easily melt other ships' armour and even a single cruiser can cause serious damage to a dreadnought. Because of this, NO ONE who actually wants a good cruiser ever uses 12-inch guns on them. To fix this, and to fix the fact that cruisers are just overpowered DPS spam, I suggest that cruisers should instead have 80 firepower and access to 4 and 9-inch guns. This would allow a max of 6 9-inch guns or 8 4-inch guns. The reduced number of 9-inch guns would stop cruisers from being able to melt dreads while still being able to damage destroyers, and 4-inch guns would be quite effective at countering destroyers and corvettes while also being able to slowly chip away at other cruisers. Also, so that things aren't all a nerf to cruisers, add one more standard torpedo so they can have 4 torpedoes instead of just three.
3. Split cruisers into light and heavy variants. I think this would solve a lot of balancing issues and breathe new life into movecraft.
Light Cruiser:
- 25% Terracotta
- 8 4-inch guns
- 4 Torpedoes
- Top speed of 15.15 m/s with acceleration
- 5,000 blocks
Heavy Cruiser:
- 27% Terracotta
- 6 9-inch guns
- 4 torpedoes
- Top speed of 14 m/s with no acceleration
- 6,000 blocks
Again, these all don't have to be added together. Number 3 is personally my favourite but number 1 is probably the easiest. I'd also like to add that for those staff who are worried about nations having to replace their cruisers- if a nation has enough cruisers that replacing all of them is expensive, then they can afford to replace them.
