Flags are purely aesthetic resources that do not influence gameplay in any way. It is really frustrating to spend 100 vote points on flag crates and not get a single flag you are interested in. Some cities could look much better if it were possible to choose the flags, enhancing the overall aesthetic of the server. If this choice were possible, I believe players would have more motivation to vote.

It is also important to remember that many of the flags that come from the crates are from nations that no longer exist in the game.
