New town type : Historical Back

I'm pretty sure most of the nations have towns that are historical for them. Those towns can sometimes not match the already existing town types, and giving them the Historical town type would be more accurate.

Very unlikely, Staff only recognize peaceful and unpeaceful towns. This is also better as a suggestion to the plugin of towny itself. CCNet couldnt do this if they wanted to since this is would be a new addition to the plugin itself.
