I kind of have a clue why this might not be allowed, but this may be allowed if you take irl offshore fobs placements, make it so that offshore bases are allowed, not as in like making an island, but like building on top of the seas, but they're only allowed like 300 blocks off a coast, it seems fitting, inspires me from metal gear 5 seychelles offshore FOB a.k.a motherbase as land is not always tactical, and promotes the use of ships in wars

The ability to build artificial structures where there is no pre-existing landmass negates the strategic value of landmasses and risks affecting the accuracy and aesthetic value of the map.
