Can these get sieged?

They wouldn't be OP either as they cannot participate in any sieges, something many nations base their entire existence on.

As for regions, I don't see why they shouldn't be able to participate. A single town cannot win a contested region and attending the region itself on the side of your allies would require loyalty points to the city state, as I stated in the suggestion itself.

This is extremely exploitable in a trillion different ways and defeats one of the main geopol strengths of the nations gamemode: sieges and forced occupation. Imagine 3 thousand chunk towns taking up all the best areas on the map that can never be occupied, it'd be ridiculous. While this server shouldn't punish builders, it shouldn't entirely cater to them at the cost of more war-oriented nations, SMPs exist for a reason and nations is not intended to be an SMP.

The problem with nations is that neutrality is just plain impossible without starting out with a ludicrous amount of money and players and resources- something many nations themselves don't have. There is zero way for anyone to not join a side without being subjugated to occupation taxes and limitations on the ability to be independent. Also, the only way for a city state to have large claims would be to gain a TON of residents- something that is extremely unlikely to happen without being in an actual nation.

Also, war-oriented nations have zero deterrence from just flattening neutral nations and subjugating them, ruining the fun of the server and making it impossible to be independent or just not forced to be in the Alliance or Coalition.

This suggestion stems from the fact that neutrality is impossible with Nations mechanics and it isn't fun for some people. This isn't intended to create an SMP server, it's more so to either add this suggestion or perhaps inspire some other suggestion that allows staff to change Nations mechanics so that people aren't forced to be in Alliance or Coalition- both extremely toxic environments for a lot of people.

Ccnet towny is what youre looking for.

If I was looking for CCNet towny, I'd go there, wouldn't I?

Also the fact that almost nobody plays on Towny might suggest that perhaps it's because many OTHER features of towny aren't fun, so perhaps implementing something new on an actual living server might benefit.
