Due to recent events I we can assume why this would be a nice change, also 99% of towns with nation and ally perms are for military reasons like military ports, forts, movecraft bases, etc where nation and ally perms make every1's lifes alot easier, and soldier perms would be a nice layered defense against people with ill intentions towards these bases

Adding onto this, my fort of Althergard and my base of Conquest have been griefed twice in the past week, also, towns like cerebrus, Fort_Valkyrie, shimazu, NishiNoHoshi, and probably alot more that I don't know have been targeted, this is just a bunch of problems that can be fixed this way

I think instead of this it should be where you have an extra prompt asking what nation rank you trust instead of being default solider.

Otherwise, good suggestion.

This has been suggested before the issue is the towny plugin isn't developed by ccnet.
